Due to legislation recently approved by the Russian government, WACAP is not accepting applications for its Russia program at this time. WACAP began working in Russia in 1993. We have placed hundreds of children from Russia in adoptive homes throughout the United States. We are registered as an international non-governmental organization (NGO) through the Ministry of Justice of the Russian Federation, as required by Russian law, and are accredited by the Russian Ministry of Education to place children from across the Russian Federation.
